The Impact of bad weather during the loading and unloading of AVTUR in the STS Kalbut area on the MT Senipah vessel

Ship to Ship Transfer (STS) activities are one of the methods of transferring cargo between ships that require special attention to environmental conditions, especially weather. This study aims to analyze the effect of bad weather on the implementation of avtur loading and unloading in the STS Kalbut area, especially on the MT. Sei Pakning ship, and to identify the handling actions taken against equipment damage and delays in the loading and unloading process due to extreme weather conditions. This study uses a qualitative descriptive method with data collection techniques through case studies and documentation. The results of the study show that bad weather such as strong winds, high waves, and heavy rain significantly disrupt the loading and unloading process, causing damage to equipment such as cargo hoses, and increasing safety risks and delays in the distribution of avtur. In addition, weak communication and lack of supervision when conditions worsen also exacerbate the impacts that occur. As a form of mitigation, temporary suspension of operations, periodic maintenance of loading and unloading equipment, and increased coordination and training for ship crews are carried out. It is recommended that shipping companies strengthen safety procedures, update weather prediction systems on ships, and build more effective communication between parties involved in STS activities.
